A celebration of the life of Sybil Joyce Foley Phelps will be held on Saturday, April 27, 2019 at 10:00a.m. at Downs Funeral Home with Bob Bryant officiating. Burial will follow in Colonial Gardens Cemetery.

The family will receive friends from 6-8, Friday evening, April 26 at Downs Funeral Home.

Sybil went to be with her Lord and Savior on Tuesday, April 23, 2019. She died peacefully at her home with her beloved cat, Sissy in her arms just like she wanted it to be after a very long illness.

Sybil was the fourth born child to Arthur Foley and Vera Jane Boazeman on November 16, 1933 in Marshall, Texas. She graduated from Marshall High School in 1953, having been the first girl to become Drum Major of the High School Band. This was an accomplishment she cherished, along with being the first girl to twirl with fire.

Sybil retired from a 35 year banking career as Assistant Vice President during which time allowed her to meet many people and form long time friendships.

Sybil was a very loving and kind person. She loved her Lord, her life, her family and friends. She adored her two sons and her brother, Jerry, who she always referred to as her "baby" brother. Her precious cat "Sissy" was always at her side or in her lap.

Sybil married Charles F. Phelps on September 17, 1979 in Marshall, Texas. Together they enjoyed camping with family and friends, traveling especially with the Sharon Temple Shriners go-kart unit which took them across the United States and Canada.

She was an active member of Cypress Valley Bible Church until her health kept her from attending.

Those left to cherish her memories are sons, Gary Arthur and wife, Kristi of Marshall, TX and Frankie Arthur and wife, Jenifer of Flower Mound; brother, Jerry Foley and wife, Pat of Marshall, TX; grandsons, Hunter Arthur and wife, Chasitee of Springfield, MO, Jack Arthur of Flower Mound; granddaughters, Kayci Walker and husband, Rob of Longview, TX, Kate Arthur of Flower mound, TX, Paige Tomlinson of Marshall, TX; great-grandchildren, Liam and Lincoln Arthur and Hensley Walker; brother-in-law, Charles Allen; nieces, Kay Downs, Joyce Hammers and husband, Ronnie, Misty Foley and Judy Courtney and husband, John. Also left to cherish her memories are her extended family, Steve and Rhonda Phelps, Kim and Greg Sorenson and Martha and R.E. Josey.

Sybil is preceded in death by her husband, Charles F. Phelps; parents, Arthur and Vera Foley; sisters, Connie Patterson and Mary Jane Allen; brother, Bobby Foley and wife, Mollie; niece, Christy Foley Fulbright; nephew, Gene Patterson and Bobby Arthur, the father of her two sons.

Serving as active pallbearers will be, Blake Hammers, Blair Hammers, Marcus Downs, Martin Downs, Rob Walker, and Greg Sorenson. Serving as honorary pallbearers will be, R. E. Josey and Steve Caldwell.

The family of Mrs. Phelps would like to thank her caregivers who were angels on earth, Cassandra Bradley, Linda Williams, Janice Morgan, Sonja Lewis and Debra Douglas.
