William Charles Howard was born to the late Nearoup Sr. and Odessa McCarver Howard. To this union six children were born; E Jesse Howard (Rutha), Doris (Arthur D. Hollis), Nearoup, Jr. (Vernell), Johnny (Gladys), Betty (Silas), Jackson. Charles lived in Houston, Texas for over 40 years. HE was employed with Texas Electric Steel and Casting Company for 30 years, after retirement he continued to work for Aldine Public School District for 10 years. Charles moved to Marshall, Texas in 2001 and was united in holy matrimony with Evelyn Stiff. He united with St. John Baptist Church.

Charles leaves to cherish his memories are two sons, Demond Howard (Laura), Aubrey Livingston; three granddaughters, Andria, Dana, and Shemetra; three great-granddaughters, Amara, Alivia, and Corynn; one grandson, Davin Howard; one brother, E Jesse Howard; three step-daughters, Deborah, Valerie, and Sylvia; two step-sons, Chief Fletcher, and Vernon Stiff; brother-in-law, Jesse Williams. He is also survived by a host of nieces, nephews, cousins, and friends.

Charles is preceded in death by his son, William Howard, Jr.
